Oak Grove Owner, LLC is proposing to demolish an existing surface-level parking lot and construct a new six-story, approximately 69-foot-tall multifamily residential building with 15 units, of which one unit would be designated below market rate (BMR). A major subdivision is proposed to create residential condominium units for the site. In addition, the applicant proposes to remodel and convert an existing two-story bank building to a two-story non-medical office building with a roof deck and roof-level restrooms and amenities and increase the gross floor area for the existing non-residential building. 

The City’s El Camino Real/Downtown Specific Plan allows up to 30 dwelling units at the base level density. The proposed project would provide 6.5 percent of the project’s base density (one unit) as a very low-income unit, while the remaining fractional BMR unit value would be provided via an in-lieu fee payment, per City’s Below Market Rate (BMR) Housing Program and Guidelines. The proposed project would utilize state density bonus law to increase the square footage of the bank building beyond the maximum allowed for the zoning district through a concession from this development standard. The applicant is also seeking waivers for the total floor area ratio (FAR) for the site, the front and rear setbacks, and building and architectural projections, for the residential building.

The overall proposal includes:

  • Total dwelling units: 15 (for sale)
  • BMR units: one (1) very-low income unit
  • Total proposed gross floor area: 62,195 square feet
  • Total FAR for the site: 1.90
  • Residential floor area ratio FAR: 1.42
  • Non-medical office FAR: 0.48 (0.425 allowed by zoning)
  • Proposed residential building height: 68.7 feet (six stories)
  • Proposed non-medical building height: Approximately 47.5 feet (two stories with a roof deck and roof-level restrooms and amenities)
  • Total parking spaces: 41 (shared)
  • Total open space: 7,566 square feet

The following City actions (e.g., agreements, permits, analyses and reviews) would be required for the proposed project:

  • Environmental review
  • Architectural control
  • Major subdivision
  • BMR housing agreement
  • Heritage tree removal permits

Current status

On Dec. 23, 2025, the applicant submitted for simultaneous preliminary and full application completeness review, under the provisions of Senate Bill (SB) 330. The City is currently reviewing this initial submittal package.
