1300 and 1308 Hoover St.

1300-1308-Hoover

Luxuriant Investments is proposing to comprehensively redevelop the 0.68-acre site at 1300 and 1308 Hoover St. The proposal includes demolishing three existing single- and two-story multi-family apartment buildings, associated driveways, surface parking areas, and landscaping, and constructing a new five-story multi-family residential condominium development with 34 for-sale units, of which four units would be designated below market rate (BMR). The proposed condominium development would include 44 parking spaces with parking on the ground floor of the proposed structure. The proposal also includes a major subdivision to subdivide the property into 34 condominium parcels for individual sale.

The applicant is proposing development in the R-3 (Apartment) zoning district on lots located around the El Camino Real/Downtown Specific Plan Area. The project is also utilizing State Density Bonus Law, which permits concessions and waivers to the City’s Zoning Ordinance requirements as well as increases in density in exchange for the provision of below market rate (BMR) units. The base density for the project is 20 units, which is based on the minimum land area required per dwelling unit of 1,452 square feet. The proposed project would provide 15 percent of the project’s base density (three units) as very low-income units and five percent of the project’s base density (one unit) as a moderate-income unit, meeting the requirements of the City’s Below Market Rate (BMR) Housing Programs and Guidelines. The proposed project would also utilize a 70 percent state density bonus to increase the density and square footage of the building, as well as seek concessions and waivers from certain development standards. With the eligible bonuses provided by State Density Bonus Law, the project would construct 34 dwelling units, including three very low-income and one moderate-income BMR units. The overall proposal includes:

  • Total Dwelling Units: 34 (for sale)
  • BMR Units: four (three very low income and one moderate income)
  • Total Proposed Gross Floor Area: 93,088 square feet
  • Floor Area Ratio (FAR): 3.13
  • Proposed Building Height: 63 feet (five stories)
  • Total Parking Spaces:
    - Vehicular Spaces: 44
    - Bicycle Spaces (long-term): 51
    - Bicycle Spaces (short-term): 6
  • Ground Floor Common Open Space: 8,294 square feet
  • Publicly Accessible Open Space: 7,053 square feet

The following City actions (e.g. agreements, permits, analyses, and reviews) would be required for the proposed project:

  • Environmental Review
  • Architectural Control
  • Major Subdivision
  • Below Market Rate (BMR) Housing Agreement
  • Heritage Tree Removal Permits
