CALGreen Residential EV Charging Requirements
The City of Menlo Park has adopted a local amendment that amends §4.106.4 of the 2025 California Green Building Standards Code (CALGreen) (Muni Code §§12.18.030 - 12.18.060). The amended sections establishe requirements for electric vehicle (EV) charging in new single- and multi-family buildings.
- §4.106.4.1 (Muni Code §12.18.040) applies to new one- and two-family dwellings and town house with attached private garages;
- §4.106.4.2.2 (Muni Code §12.18.050) applies to new multi-family dwellings with residential parking facilities; and
- §4.106.4.6 (Muni Code §12.18.060) applies to new hotel and motels
Please refer to Muni Code §12.18.030 through §12.18.060 for specific requirements including requirements for receptacle power source and configuration, EV charger connectors and load management systems.
§4.106.4.1 EV charging requirements for new one- and two-family dwellings and town house with attached private garages
Amended section 4.104.1 requires one parking space provided shall be a Level 2 EV Ready space for each dwelling unit. If a second parking space is provided, it shall be provided with a Level 1 EV Ready space.
§4.106.4.2.2 EV charging requirements for new multi-family dwellings
Amended section 4.104.2.2 requires:
Multifamily parking facilities with assigned parking. Where dwelling units are provided with assigned parking spaces equal to or greater than the number of dwelling units, at least one low power Level 2 EV charging receptacle shall be provided at an assigned parking space for each dwelling unit. Where the total number of dwelling units exceeds the number of assigned parking spaces, all assigned parking spaces shall be provided with one low power Level 2 EV charging receptacle.
Multifamily parking facilities with unassigned parking. Where dwelling units are provided with unassigned parking spaces equal to or greater than the number of dwelling units, at least one low power Level 2 EV charging receptacle shall be provided at an unassigned parking space for each dwelling unit. Where the total number of dwelling units exceeds the number of unassigned parking spaces, all unassigned parking spaces shall be provided with one low power Level 2 EV charging receptacle.
Exception: Parking facilities otherwise incapable of supporting electric vehicle charging.
Multifamily parking facilities with assigned and unassigned parking. Where multifamily buildings are provided with both assigned and unassigned parking spaces equal to or greater than the number of dwelling units, at least one low power Level 2 EV charging receptacle shall be provided for each dwelling unit at either the assigned or unassigned parking space, but not both.
§4.106.4.2.6 EV charging requirements for new hotels and motels
Amended section 4.104.2.6 requires forty percent (40%) of the total number of parking spaces shall be equipped with low power Level 2 EV charging receptacles and Twenty-five percent (25%) of the total number of parking spaces shall be equipped with Level 2 EV chargers.
