CALGreen Non-Residential EV Charging Requirements

The City of Menlo Park has adopted a local amendment that amends §5.106.5.3 of the 2025 California Green Building Standards Code (CALGreen) (Muni Code §§12.18.120 - 12.18.150). The amended section establishes requirements for electric vehicle (EV) capable spaces and Electric Vehicles Charging Stations (EVCS) in new, additions to and alterations to existing non-residential buildings. 

  • §5.106.5.3 (Muni Code §12.18.130) applies to new non-residential buildings and parking facilities;
  • §5.106.5.3.6 (Muni Code §12.18.050) the power allocation method for applies to new non-residential buildings and parking facilities; and
  • §5.106.5.4 (Muni Code §12.18.060) applies to additions and alterations to existing buildings

§5.106.5.3 EV Capable Spaces and EVCS in new non-residential buildings and parking facilities

Amended Table 5.106.5.3 establishes the number of EV capable and EVCS for new non-residential buildings and parking facilities and is more restrictive than the code requirements.

  1. Calculation for spaces shall be rounded up to the nearest whole number.
  2. Each EVCS shall reduce the number of required EV capable spaces by the same number.
  3. At least one Level 2 EVSE shall be provided.

 

§5.106.5.3.6 EVCS Power allocation method for

The power allocation method is an alternative to the requirements of Section 5.106.5.3. Amended Table 5.106.5.3.6 can be used to determine the total kVA required based on the actual total number of parking spaces. please see CALGreen section 5.106.5.3.6 for more information.

  1. Level 2 EVSE @ 6.6 kVA minimum.
  2. At least one vel 2 EVSE shall be provided.
  3. Maximum allowed kVA to be utilized for EV capable spaces is 75%.
  4. If EV capable spaces are utilized, they shall meet the requirements of §5.160.5.3.1 EV capable spaces.
  5. For office and retail buildings the maximum allowed kVA to be utilized for EV capable spaces is 25%.

 

§5.106.5.4 EV Capable spaces and EVCS for additions and alterations in existing non-residential buildings and parking facilities

Amended CALGreen section 5.106.5.4 establishes the required number of Level 2 EV capable and EV Ready spaces based on the affected area of work scope (Table below). Please see amended section 5.106.5.4 for full details.

is being performed, inclusive of landscape reserve parking. For additions and alterations, percentages 
are based on the required parking for the affected area of the scope of work.

exceed the requirement for EV spaces for new construction of an equivalent development on a parcel
