Who is eligible for this program?
Applicants must be residents of Menlo Park and meet at least one of the following criteria: participation in a qualifying assistance program, residence in a priority census tract (CalEnviroScreen 4.0 score above 60), or age 65 years or older.
Is there an age requirement or limit per household?
Yes. Applicants must be 18 years of age or older to participate in the program. Limit one EV rebate and one e-bike voucher per household, subject to available funding and program requirements.
How does the program work?
EV rebate
The EV rebate is provided as a post-purchase reimbursement. This means that you will first need to complete the purchase of your eligible electric vehicle. After your purchase, you will submit a rebate application along with required documentation (such as proof of purchase, registration, and any other program-specific materials). Once your application is reviewed and approved, the rebate amount will be issued to you in the form of a check. Please note that processing times may vary depending on application volume and completeness of submitted materials.
E-bike voucher
The e-bike incentive is offered as a point-of-sale voucher. If you are approved for the program, you will receive a voucher code that can be used directly at participating bike retailers. This voucher acts as a discount and is applied at the time of purchase, reducing the upfront cost of the e-bike. Be sure to confirm that your selected retailer accepts the voucher and that the e-bike meets program eligibility requirements before completing your purchase.
Who administers the EV rebate and e-bike voucher program?
The City of Menlo Park has partnered with Acterra to administer the EV rebate and e-bike voucher program. Acterra is responsible for processing applications, verifying eligibility, coordinating voucher distribution, and issuing approved EV rebate payments on behalf of the City. Applicants may receive communications directly from Acterra throughout the application and review process.
Is it the same application for both the EV rebate and the e-bike voucher?

Are used electric vehicles eligible?
Yes, both new and used electric vehicles are eligible for the rebate, provided all program requirements are met.
Is there a price cap on eligible electric vehicles?
