California Water Service (Cal Water) is planning a water main replacement project on University Drive, Harvard Avenue and Partridge Avenue. The project will replace aging water infrastructure and include pavement restoration after the utility work is complete. Work is expected to begin in mid-May 2026 and continue through winter 2026. The project will be completed in phases. Phase 1 includes Harvard Avenue and Partridge Avenue, starting tentatively in May. Phase 2 includes University Drive from Partridge Avenue to Creek Drive, starting in June. Phase 3 includes University Drive from Middle Avenue to Partridge Avenue, starting in late June. Please note that part of the work will overlap a portion of the intersection at Middle Avenue and University Drive, which was recently completed last year. Consequently, Cal Water is responsible for restoring any impacted pavement, striping and signing to the recently installed improvements.
See the map of impacted areas below.
Residents should expect temporary traffic control, construction noise, parking restrictions, and possible driveway access impacts during active construction. Cal Water will provide residents with notifications before each phase of work begins. Emergency access will be maintained, and local access will be maintained to a feasible extent.
The City is coordinating with Cal Water on the encroachment permit, construction phasing, resident notifications, traffic control and pavement restoration requirements.
