Reducing the risk of flooding for the communities of Palo Alto, East Palo Alto and Menlo Park is one of the primary objectives of the San Francisquito Creek Joint Powers Authority’s (JPA) Reach 2–“Upstream” project. This project includes widening the creek channel in five locations and replacing the Pope-Chaucer bridge. The JPA is planning the project elements that will provide flood protection up to the level of the 1998 flood of record.
Once completed, these improvements will allow all the water that can pass beneath the Middlefield Road Bridge to safely remain in the channel all the way to the bay. They are also studying how more efforts further upstream could provide greater protection against a 100-year flood and reduce the financial burden of flood insurance for many property owners downstream.
