Mobile CCTV Pilot Program

The Menlo Park Police Department has launched a pilot program, in partnership with the City's Public Works Department, using mobile CCTV (Closed-Circuit Television) cameras to enhance public safety and address quality-of-life concerns in our community. These cameras are mounted on trailers and deployed in public spaces where crime, safety, or chronic nuisance issues have been reported.

The cameras are highly visible and feature flashing blue lights to ensure transparency. They are intended to deter illegal activity, assist in investigations, and provide additional situational awareness for officers.

This advanced technology allows us to focus these cameras on the specific areas that need attention, while blocking out field-of-view access to areas that might be considered a privacy intrusion at the same time.

This program reflects our commitment to maintaining safe, welcoming public spaces while respecting privacy and focusing only on areas where no reasonable expectation of privacy exists.

Privacy Protection with Blue Light Cameras:
Our cameras use advanced privacy features to ensure your home and private spaces are never recorded. This includes:

  • Static Privacy Masks – permanently block fixed areas like windows or neighboring property.
  • Dynamic Privacy Shield – real-time masking of moving people or objects.
  • AI-Based Masking – accurately obscures faces, license plates, and other sensitive details.

Your safety matters and so does your privacy.

Purpose of the blue light camera program

The mobile security camera system provides a proactive tool to discourage illegal activities to include illegal dumping and graffiti and assist in enforcement when violations occur. These cameras are deployed with a clear focus on improving quality of life and addressing trending crime issues identified through data and community feedback.

Where and how cameras are deployed

Deployments of these mobile security cameras occur only in public areas. Locations are selected based on crime data, reports of illegal dumping and graffiti, and identified hot spots where these issues are most prevalent. This data‑driven approach ensures that resources are placed where they can have the greatest impact.

As trends shift, the mobile camera units can be relocated to new areas experiencing increased blight or crime activity.

How the blue light cameras work

Each LVT camera unit is a mobile, self‑contained surveillance system housed in a clearly marked box. The cameras are mounted on a trailer, making them easy to move and reposition as needed. A highly visible flashing blue light signals that the area is under active monitoring. The visibility of these units is intentional serving both as a deterrent and as a reminder that the City is taking steps to protect public spaces.

These cameras:

  • Capture high‑quality video footage in real time
  • Operate effectively in various weather and lighting conditions
  • Support investigations and enforcement efforts
  • Can be moved to new locations as needed
