The Sobrato Organization is redeveloping the project site with approximately 116 for-sale townhomes and a 316-unit multi-family rental building with an approximately 2,000-square-foot commercial space located on the ground floor (a total of 432 dwelling units) on an 8.15-acre site located at 119-127 Independence Dr., 1205 Chrysler Dr., and 130 Constitution Dr. The approved project is utilizing the City’s bonus level development allowance for increases in density, intensity, and height in exchange for community amenities. Additionally, the approved project included a vesting tentative map to create ownership for the townhome units.

On August 28, 2023, the Planning Commission certified the project Environmental Impact Report (EIR), adopted findings required per California Environmental Quality Act (CEQA), adopted the Mitigation Monitoring and Reporting Program (MMRP), and approved the use permit and architectural control permits for the project. On September 26, 2023 meeting, the City Council reviewed and approved the Below Market Rate (BMR) housing agreements and vesting tentative map.
In fall 2024, the applicant submitted demolition permits to demolish the existing buildings and rough grading permits to prepare the site for future construction. Two demolition permits have completed final inspection, and one demolition permit is nearing final inspection. The grading permits were issued in summer 2025. A building permit for the proposed apartment building was submitted in September 2025 and is under review. There is utility line construction currently underway across the site.
Additionally, the applicant team has a planning application under review to modify some of the timing details for the conditions of approval associated with the overall development of the site.

The Draft Environmental Impact Report (DEIR), technical appendices and notice of availability(PDF, 201KB) were released with a 45-day comment period that closed on Jan. 17, 2023.
A notice of preparation was prepared for the proposed project. The City requested comments on the scope and content of the environmental impact report during a 30-day comment period that ended October 11, 2021.
