Garbage and Recycling Enclosures

This section describes the minimum design requirements for new garbage/recycling enclosure structures for multi-family and non-residential buildings  All work must be designed to meet the minimum requirements of the California Building Standards Code and local amendments adopted by the City in effect at the time of permit application and the City of Menlo Park’s Municipal Code.

Proposed garbage/recycling enclosures that are detached from the main structure are accessory structures and require a separate permit from the main structure. Please see New Non- and Multi-Family Accessory Building Submittal Requirements for permit submittal requirements.

The plans are to show compliance with the Federal Emergency Management Agency (FEMA) requirements and Chapter 12.42 Flood Damage Prevention of the City's Municipal Code if the project is located in Flood Zones A, AE, AH or AO. Please see Floodplain construction for detailed requirements.

Specific Design Requirements

Garbage/recycling enclosures shall be adequately sized to accommodate the number and type of containers needed for garbage, recycling and compost required to serve the needs of the occupants of the development project and located  on the site to allow access for collection service.

Garbage/recycling enclosures must be provided and be completely covered. The area shall be designed to prevent water run-on to the area and runoff from the area. If the enclosure cannot be covered and protected from drainage from other areas, a self-contained drainage system that discharges to the sanitary sewer (with approval from West Bay Sanitary District) or drainage to the storm drain through a sand filter is required. Sand filters must be inspected and cleaned by a contractor at appropriate intervals.
