Post-Entitlement Requirements (AB 2234)
Assembly Bill (AB) 2234 requires local jurisdictions to make available on their web site the requirements for post-entitlement phase permits (including building, demolition, and minor off-site improvement permits) for housing development projects that are majority or entirely residential. This includes checklists specifying the application materials required for each permit type, as well as examples of complete, approved permit sets for at least five housing types. AB 2234 also sets mandatory review timelines for applicable projects. Finally, the law requires jurisdictions to provide an online system through which applicants can submit, track, and retrieve these permits.

Example Permit Sets
Architectural drawings are subject to copyright protections that limit both print and electronic distribution of copies. California State law (in particular SB 1214 of 2022), in conjunction with Federal copyright regulations, establishes protocols for planning agencies to follow with regard to sharing and web posting of such plans. As such, the example permit sets listed below may be requested and reviewed at City Hall (701 Laurel Street) during open business hours, although we recommend making an appointment.

Review Timelines
For applicable projects, jurisdictions must determine whether an application is "complete" (i.e., has all required document types, with all specified elements within those documents) within 15 days of submission, and must complete full project review (i.e., staff determination of whether or not the project is consistent with all applicable regulations) of each submittal or resubmittal within either 30 days (for developments of 25 units or fewer) or 60 days (for developments of 26 units or more).
Online Permit System
The City's online permit center accepts Building Pre-Applications for post-entitlement housing development projects. Once submitted, the permit center allows for status tracking by the applicant and general public, as well as resubmittals by the applicant and other approved project team members.
