Request for an architectural control and environmental review to demolish an existing surface-level parking lot and construct a new six-story, approximately 69-foot-tall multifamily residential building with 15 units, of which one unit (approximately 6.5 percent) would be designated as below market rate (BMR). The remaining fractional below market rate (BMR) unit value would be provided via an in-lieu fee payment. The ground floor of the new residential building would contain parking for the site and the five stories above the parking area would contain the residential units. A major subdivision is proposed to create residential condominium units for the site. In addition, the applicant proposes to remodel and convert an existing two-story bank building to a two-story non-medical office building with a roof deck and roof-level restrooms and amenities, and increase the gross floor area for the existing non-residential building. The application is being submitted subject to the State Density Bonus Law, Government Code Section 65915, and relevant amendments, which permits concessions and waivers to the City's Zoning Ordinance requirements. The applicant is requesting a concession from the development standards to allow for an exceedance in the maximum gross floor area for a non-medical office use. The applicant is also seeking waivers for the total floor area ratio (FAR) for the site, the front and rear setbacks, and building and architectural projections, for the residential building.
The application will require review and action by the Planning Commission at a scheduled public meeting. The date of the public meeting has not yet been determined. Once the proposal is scheduled for a specific meeting date, a second notice will be posted with specific information on the meeting date, time and place. The second notice will also be mailed 15 days before the meeting date.

As a result of City staff review and public comment, the preliminary plans may be revised before any public meeting on this proposal. If you are interested in viewing revised project plans, they will be available for review one week before the Planning Commission meeting, which will be advertised in the public hearing notice, and attached to the staff report which will be available online on the Thursday before the meeting.
