Request for a use permit, architectural control, and below market rate (BMR) housing agreement to demolish an existing single-story 32,528 square-foot concrete building and surface parking lot, and construct a new eight-story multi-family residential bonus-level development project with 199 units and 200 parking spaces on a 1.38-acre parcel, located in the R-MU-B (Residential Mixed Use-Bonus) zoning district. The project would use the City’s bonus level development allowance for increases in density, intensity (gross floor area), and height in exchange for the provision of community amenities. The project is being submitted subject to the State Density Bonus Law, Government Code Section 65915 and relevant amendments, which permits exceptions to the City’s Zoning Ordinance requirements. The applicant is requesting waivers from development standards to increase the maximum floor area ratio (FAR), increase the maximum density, exclude on-site infiltration of stormwater runoff from the frontage landscaping area, modify the minimum stepback requirements, modify the major building modulation and minor building modulation requirements, modify the building entrance requirements, modify the ground floor transparency requirements, decrease the minimum private open space and common open space requirements, and modify the roofline building design requirements. In addition to the requested waivers, the applicant is requesting one concession to comply with CalGreen Mandatory Measures rather than meeting LEED BD+C requirements.

The application will require review and action by the Planning Commission at a scheduled public meeting. The date of the public meeting has not yet been determined. Once the proposal is scheduled for a specific meeting date, a second notice will be posted with specific information on the meeting date, time and place. The second notice will also be mailed 15 days before the meeting date.

City staff has not completed review of the plans and site information as of the date of this notice. As a result of City staff review and public comment, the preliminary plans may be revised before any public meeting on this proposal. If you are interested in viewing revised project plans, they will be available for review one week before the Planning Commission meeting, which will be advertised in the public hearing notice, and attached to the staff report which will be available online on the Thursday before the meeting.

Please submit comments and questions by February 16, 2026, in order for staff and the applicant to fully consider all comments and questions before the preparation of the staff report. Written correspondence is typically considered a public record and may be attached to staff reports, which are posted on the city website.
