NOTICE OF GENERAL MUNICIPAL ELECTION
NOTICE IS HEREBY GIVEN that a General Municipal Election, consolidated with the Statewide General Election, will be held in the City of Menlo Park Tuesday, Nov. 3, 2026, for the following offices:
Three City Council seats for terms of four years in Districts 1, 2 and 4
The polls will be open between the hours of 7 a.m. and 8 p.m. on Election Day, Nov. 3, 2026.
Early vote centers will be open during the 29-day period before Election Day and between the hours of 7 a.m. and 8 p.m. on Election Day.
Candidates must be registered voters and residents of the district in which they are running as of the date they pull their nomination papers. All nomination papers must be obtained from and returned to Judi A. Herren, City Clerk, at the City Hall Administration Building, 701 Laurel St., Second floor, Menlo Park, California.
The nomination period opens Monday, July 13, 2026, and ends Friday, Aug. 7, 2026, at 5 p.m. If an eligible incumbent does not file nomination documents by Aug. 7, 2026, at 5 p.m., the filing period is extended for that office for five calendar days until Aug. 12, 2026, at 5 p.m., for any person other than the incumbent.
The City has a modified work schedule. Office hours for candidate nomination papers are by appointment only. Appointments can be scheduled by emailing jaherren@menlopark.gov or calling 650-330-6621.

NOTICE OF MEASURE TO BE VOTED ON
NOTICE IS FURTHER GIVEN that the following measure is to be placed upon the ballot at said election and read as follows:

Should the measure, which prohibits the City of Menlo Park from making changes to City-owned downtown parking lot properties, including selling, leasing, or conveying any of the properties, authorizing a new use such as housing development on any of the properties, or modifying, altering, or constructing improvements on any of the properties, if such change would diminish parking availability, access or convenience, unless the voters pass another ballot measure to approve the change, be adopted?

NOTICE IS FURTHER GIVEN that direct arguments for or against the measure shall not exceed 300 words in length and each argument shall comply with the California Elections Code. The Registrar of Voters of San Mateo County shall cause an argument for and argument against said measure to be printed in each sample ballot mailed to voters.
The authors may prepare and submit rebuttal arguments not exceeding 250 words. Each rebuttal argument shall comply with the California Elections Code. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately follow the direct argument, which it seeks to rebut.
The deadline to file a primary written argument, is: 5 p.m., Tuesday, Aug. 11, 2026.
The deadline to file a rebuttal written argument, not to exceed 250 words is: 5 p.m., Tuesday, Aug. 18, 2026.
Primary and rebuttal arguments shall be submitted to the city clerk accompanied by the printed name(s) and signature(s) of the author(s) submitting it, or if submitted on behalf of an organization, the name of the organization and the printed name and signature of at least one of its principal officers who is the author of the argument. NOTICE IS FURTHER GIVEN that when the city clerk has selected the direct arguments for and against said measure which will be printed and distributed to the voters, the city clerk shall send copies of the argument in favor of said measure to the authors of the argument against and copies of the argument against to the authors of the argument in favor.
NOTICE IS FURTHER GIVEN that any primary arguments filed will be available for public examination in the city clerk’s office for not less than 10-calendar days from the deadline for filing primary arguments.
