City Council to hold public hearing on proposed Master Fee Schedule

On April 28, the City Council will hold a public hearing on the proposed Master Fee Schedule, which includes recommended updates to select Library and Community Services fees. If approved, the updated fees would become effective July 1, 2026.

The proposed adjustments primarily reflect increases in the cost of providing services and are intended to generally maintain alignment with the City’s cost recovery policy adopted by Council in 2022. Changes include updates to select facility room rentals, gymnastics programs, Menlo Children’s Center and other related fees.

These recommendations are part of the City’s broader effort to ensure long-term fiscal sustainability, particularly in light of ongoing State-level reductions in Vehicle License Fee (VLF) backfill funding. To date, the City has experienced approximately $3.8 million in lost VLF backfill revenue, and the most recent Governor’s fiscal year 2026-27 budget does not include any funding for VLF backfill. This places the City at risk of a potential cumulative loss of approximately $14.4 million over the next five fiscal years based on the previously anticipated 2/3 backfill rate. In response to these fiscal pressures, the City has joined litigation efforts with San Mateo County, Alpine County and Mono County to seek recovery of these funds and continues to actively monitor developments in the case.

The proposed Master Fee Schedule is part of the City’s comprehensive user fee study and is designed to support the continued delivery of high-quality programs and services to the community. Community members are encouraged to participate in the public hearing and share their feedback with the City Council.
