Coleman Avenue Pilot Project

The Coleman Avenue Pilot project was identified through the Coleman-Ringwood Avenues Transportation Study to provide a quick-build option to improve safety for people walking and biking. The Pilot was designed with the goal of reducing speeds of people driving, installing dedicated facilities for people biking, and providing clear right-of-way designation for people crossing Coleman Avenue at Santa Monica Avenue.

The implementation included:

  • Removal of parking from the north side of Coleman Avenue to facilitate bicycle improvements within the city portion
  • Implementation of a bike lane westbound (towards Ringwood Avenue) and a shared lane eastbound (towards Willow Road)
  • Implementation of stop signs on Coleman Avenue at Santa Monica Avenue to provide clear right of way designation for those crossing Coleman Avenue to access nearby bus stop
  • Implementation of traffic calming measures on Coleman Avenue to reduce speeds of people driving

The Pilot was installed in summer 2025.

Coleman-Ringwood Avenues Transportation Study 

The Coleman-Ringwood Avenues Transportation Study was led by the County of San Mateo with the City of Menlo Park as a partner. The goal of this study was to identify a conceptual street design with community input and engagement for Ringwood and Coleman Avenues that improves transportation, safety, and mobility for all roadway users.

The study reviewed existing transportation conditions, developed and evaluated potential street designs, and recommended a preferred alternative and future actions, including the identification of a pilot.

The study was intended to serve as a guide to the County of San Mateo, City of Menlo Park and their partners in implementing future street changes, if supported by the community and each jurisdiction’s leadership.

Project history

On Oct. 22, 2024 (staff report), the City Council provided direction to staff to return with acceptance of the final report, move forward with improvements in the City section of Coleman Avenue through a pilot.

On Nov. 19, 2024 (staff report), the City Council accepted the final report and adopted a resolution supporting a one-way pilot on Coleman Avenue in San Mateo County.

On Mar. 12, 2025 (staff report), the Complete Streets Commission reviewed the pilot evaluation criteria for the Coleman Avenue Pilot project.

On April 29, 2025 (staff report), the City Council approved removing parking on the north side of Coleman Avenue and implementation of stop signs on Coleman Avenue at Santa Monica Avenue.
