ADU Ordinance update
The City is working on a comprehensive update to its Accessory Dwelling Unit (ADU) Ordinance for consistency with State law and to incorporate local objective development standards for single-family and multifamily zoning districts. Staff are working on a variety of updates that would ultimately modify the regulations found in Chapter 16.79 of the Zoning Ordinance. Staff are exploring local objective standards, including the following:
- When a use permit may be required for an ADU
- Daylight plane requirements
- Restriction of internal access between an ADU and a primary dwelling unit
- Ability to have multiple ADUs at single-family residential properties
On Monday, December 15, 2025, the Planning Commission is tentatively scheduled to hold a study session regarding the Accessory Dwelling Unit (ADU) Ordinance update, including potential local objective standards. The staff report, including a draft of the ordinance, will be published at least 72 hours in advance of the meeting.
Following this study session, staff will return to the Planning Commission for a recommendation to City Council in early 2026. The City Council is anticipated to review and consider whether to adopt the ADU Ordinance update in the early spring 2026.
