2026 Notice of Funding Availability (NOFA)

The City of Menlo Park has released the 2026 Notice of Funding Availability (NOFA) to support the production and preservation of affordable housing in the city.

The goal of the City’s NOFA is to provide local funding for the preservation and production of affordable housing in the city to meet the City’s Regional Housing Needs Allocation (RHNA) and other Housing Element program goals. The awarded funds are intended to fill in financing gaps between an applicant's development costs and other funding sources. Project proposals that focus on providing extremely low-income units, include units set aside for special populations, and/or the preservation and rehabilitation of multi-family housing developments will receive additional consideration. Approximately $4 million in below market rate (BMR) housing funds are available under this NOFA.

The City will evaluate proposals based on City Council-adopted housing goals and priorities. All proposals will be reviewed for consistency with the Housing Element and the City’s General Plan.

Applications are due by 5 p.m., Friday, Nov 20 and must be submitted via PlanetBids. Incomplete applications will not be accepted.
