Emergencies affect everyone differently. People with access and functional needs (AFN) may require additional planning to safely prepare for, respond to, and recover from disasters. In Menlo Park, inclusive preparedness ensures that all community members — including older adults, people with disabilities, individuals with limited English proficiency, and those with medical needs — can stay safe during emergencies.

Who May Have Access & Functional Needs?

Access and functional needs may include individuals who:

  • Use mobility devices (wheelchairs, walkers)
  • Have vision or hearing disabilities
  • Depend on electricity for medical equipment
  • Require assistance with daily activities
  • Have limited English proficiency
  • Are older adults or medically fragile
  • Rely on service animals

Build a Personal Emergency Plan

Create a Support Network

  • Identify at least two trusted contacts who can assist during emergencies
  • Share your emergency plan with family, neighbors, or caregivers
  • Inform them of medications, equipment, or communication needs

Prepare a Customized Go Kit

Include:

  • Extra medications (7+ day supply)
  • Medical device batteries and chargers
  • Backup power options
  • Copies of prescriptions and medical documents
  • Communication aids (written instructions, picture boards)
  • Supplies for service animals

Plan for Power Outages

If you rely on electricity for medical equipment:

  • Register with your utility provider for medical baseline programs
  • Keep backup batteries charged
  • Identify alternative power locations (family, community centers)
  • Maintain a printed emergency contact list

Communication & Alerts

  • Consider enrolling in accessible alert systems (text, voice, translation options).

Evacuation Planning

  • Know multiple accessible evacuation routes
  • Practice evacuation with mobility devices
  • Keep important items in a consistent, easy-to-reach location
